Meat Processing Jobs in Canada for Foreign Workers: Work Permits and PR Guide
Explore Canadian meat processing jobs, salaries, employer work permits, recruitment contacts and permanent residence pathways for foreign workers.
Meat processing jobs in Canada for foreign workers include industrial butchery, meat cutting, poultry preparation, packaging and production support. Overseas applicants may qualify for employer-supported work permits, but a vacancy alone does not establish immigration eligibility.
Before paying for Canadian immigration legal services, work permit application assistance or relocation services, confirm three things: the employer is genuine, the position accepts overseas candidates, and the proposed immigration route fits your occupation.
Important update: Canada’s Agri-Food Pilot ended on 14 May 2025. It is no longer a new permanent residence application route. Other options, including provincial nomination, RCIP and eligible Express Entry programs, have separate conditions.
Types of Meat Processing Jobs Available
Canadian facilities process beef, pork, poultry and prepared meat products. Work can involve cold rooms, repetitive movements, knives, machinery, heavy lifting and rotating shifts.
| Occupation | Typical duties |
|---|---|
| Industrial butcher | Slaughtering, dressing and dividing carcasses |
| Meat cutter or trimmer | Deboning, trimming and preparing cuts |
| Poultry preparer | Processing and preparing poultry |
| Packing labourer | Packing, moving materials and assisting production |
| Food processing operator | Operating production equipment |
| Production supervisor | Managing staff and production standards |
The correct National Occupational Classification (NOC) depends on duties:
- NOC 94141, TEER 4: Industrial butchers, meat cutters, poultry preparers and related workers.
- NOC 95106, TEER 5: Labourers in food and beverage processing.
- NOC 63201, TEER 3: Retail and wholesale butchers.
Salary Ranges and Employment Benefits
Job Bank reports national industrial butcher wages of CAD 18 low, CAD 23 median and CAD 26.15 high per hour.
| Benchmark | Hourly wage | Annual illustration |
|---|---|---|
| Low | CAD 18 | CAD 37,440 |
| Median | CAD 23 | CAD 47,840 |
| High | CAD 26.15 | CAD 54,392 |
Annual illustrations assume 40 paid hours weekly for 52 weeks, before tax. These are occupation estimates, not guaranteed salaries or legal minimums.
A Cargill High River meat production advertisement dated 10 September 2026 lists CAD 24.25 per hour. It also requires current Canadian work authorization, relevant experience and adulthood, and excludes relocation reimbursement. This is a useful wage example, not proof of overseas sponsorship.
Work Permits and Employer-Sponsored Employment
Canada has no single universal “meat processing sponsorship visa.” Most applicants need a specific work permit route.
LMIA-Based Employer-Specific Work Permit
Under the Temporary Foreign Worker Program (TFWP), the employer normally obtains a positive Labour Market Impact Assessment (LMIA). The worker then applies to Immigration, Refugees and Citizenship Canada (IRCC).
The employer must meet recruitment, wage and employment requirements. The worker must show they can perform the job and meet immigration eligibility. A positive LMIA does not guarantee a work permit.
Food manufacturing has specific exceptions under low-wage LMIA rules, including a standard 20% cap for relevant positions and an exception to the metropolitan unemployment refusal rule. These provisions do not remove recruitment obligations or make every meat processing employer eligible.
Francophone Mobility
Applicants with French speaking and listening skills equivalent to NCLC 5 or higher may qualify for an LMIA-exempt Francophone Mobility work permit outside Quebec.
The employer submits the offer through the Employer Portal under exemption code C16, pays the applicable compliance fee and gives the worker an offer number. Meat processing is distinct from the excluded primary agriculture occupations.
Quebec Employment
For LMIA-based employment in Quebec, provincial temporary selection requirements, normally including a Québec Acceptance Certificate (CAQ) where required, must also be met. Confirm current rules with Quebec’s immigration ministry.
Open Work Permits
An applicant who independently qualifies for an open work permit may accept suitable employment within the permit’s conditions. A meat processing offer alone does not create eligibility for an open permit.
Companies to Research for Meat Processing Jobs
The following are genuine employers with official application channels. A current overseas sponsorship offer has not been verified for every employer. Ask whether the specific vacancy supports an LMIA or another work permit route.
JBS Food Canada
- Brooks plant: 193002A Range Road 150, Brooks, Alberta T1R 1C6.
- Mailing address: PO Box 1868, Brooks, Alberta T1R 1C6.
- Corporate office: 5883 11 Street SE, Calgary, Alberta T2H 1M7.
- Corporate telephone: +1 403-258-3233.
- Applications: JBS Canada careers.
A current Brooks production posting describes physically demanding work, basic English and relevant work experience. It lists relocation assistance among benefits, but applicants must confirm eligibility and terms. Relocation assistance is not immigration approval.
HyLife
- Neepawa pork plant: 623 Main Street, Box 10000, Neepawa, Manitoba R0J 1H0.
- Plant telephone: +1 204-476-3393.
- Head office: 30 Market Boulevard, Steinbach, Manitoba R5G 2X9.
- Head office telephone: +1 204-424-5359.
- Applications: HyLife careers.
Check current processing vacancies and ask whether overseas candidates are accepted. Do not assume that employment at the Neepawa plant automatically qualifies for provincial nomination or RCIP.
Cargill Canada
- Canadian office: Suite 300, 240 Graham Avenue, Winnipeg, Manitoba R3C 4C5.
- General corporate telephone: +1 204-947-0141.
- Meat processing locations: High River, Alberta, and Guelph, Ontario.
- Applications: Cargill careers.
Some current advertisements require existing authorization to work in Canada. Confirm the vacancy’s requirements before applying from abroad.
Potential permit type: Employer-specific TFWP or eligible LMIA-exempt permit, only where the employer agrees and legal requirements are met.
Employment Agency for International Recruitment
Workvantage International
Workvantage advertises overseas recruitment services for meat processing employers, covering roles such as industrial butchers, meat cutters, trimmers, poultry preparers and machine operators.
- Toronto office: 5000 Yonge Street, Suite 1901, North York, Ontario M2N 7E9.
- Job seeker telephone: +1 647-797-0956.
- General email: info@workvantage.ca.
- Applications: Workvantage career site.
- Verification: Official contact page.
Ask for the employer’s identity, actual vacancy, recruitment terms and proposed immigration route. Verify any overseas partner directly with Workvantage. Registration does not guarantee placement.
Use Job Bank alongside employer portals. A posting marked “LMIA requested” means an application has been requested, not that approval has been granted.
Permanent Residence Pathways
Rural Community Immigration Pilot (RCIP)
RCIP can accommodate eligible occupations across TEER levels, subject to each community’s priorities.
Applicants generally need an eligible offer from a designated employer, community recommendation, qualifying education, language results, funds where required and 1,560 hours of related paid experience in the previous three years, unless exempt.
For TEER 4 or 5 offers, the language minimum is CLB or NCLC 4. TEER 5 offers generally require work experience in the same five-digit NOC.
A plant’s rural location alone does not qualify it. Check community boundaries, designated employers, priority occupations and intake limits.
Atlantic Immigration Program (AIP)
AIP covers New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador.
An eligible industrial butcher role in TEER 4 may qualify through a designated employer, settlement plan and provincial endorsement. TEER 4 offers must be permanent, with no set end date. Language, education, experience and funds requirements also apply.
TEER 5 labourer positions are not eligible AIP job offers. Do not assume packing work qualifies because industrial butchery may qualify.
Express Entry
Retail and wholesale butchers under NOC 63201, TEER 3 may qualify for an Express Entry program when they meet its requirements.
Industrial butcher experience under NOC 94141 and processing labourer experience under NOC 95106 do not, by themselves, meet the skilled-work requirement for Federal Skilled Worker or Canadian Experience Class eligibility.
A worker with separate qualifying experience may have options. Federal Skilled Trades has additional experience and job offer or certification conditions. An immigration lawyer can assess the actual duties and evidence.
Provincial Nominee Programs and FCIP
Provincial Nominee Programs (PNPs) may provide routes for eligible workers, but often require local work experience, employer support, an invitation or a provincial connection.
Ontario has launched the Ontario Workforce Priority stream and closed its previous streams to new applications. Older advice about the In-Demand Skills stream should be checked against current Ontario instructions.
French-speaking applicants may also explore the Francophone Community Immigration Pilot (FCIP), requiring designated employer support, community recommendation and NCLC 5 in all four French abilities.

Eligibility Requirements and Documents
| Document | What it establishes |
|---|---|
| Passport | Identity and travel eligibility |
| Offer and employment contract | Duties, wages, hours and location |
| References and payslips | Verifiable paid experience |
| Education and training records | Ability to perform the role |
| LMIA or exemption offer number | Employer immigration documentation |
| Language test and ECA | PR requirements where applicable |
| Police and medical documents | Admissibility where required |
| Financial evidence | Support or settlement requirements |
Employers may test knife skills, hygiene knowledge and ability to follow safety instructions. A medical examination may be required depending on the applicant’s circumstances.
IELTS is not a universal requirement for every LMIA work permit. Approved language tests are required for many PR routes.
Steps to Obtain Sponsorship and Apply
- Match your duties to the correct NOC.
- Prepare a CV highlighting meat cutting, production and food safety experience.
- Apply through verified employer or agency portals.
- Attend interviews and practical assessments.
- Confirm wages, deductions, accommodation and immigration support in writing.
- Obtain the LMIA, exemption offer number or relevant PR endorsement.
- Apply through IRCC’s overseas work permit instructions.
- Complete biometrics, medical checks and passport requests as instructed.
A work permit authorizes employment. A visa or eTA concerns travel. A visitor visa does not authorize meat processing work.
Embassy Contacts and Visa Verification
For Nigerians, the High Commission of Canada in Abuja lists:
- Address: 13010G, Palm Close, Diplomatic Drive, Central Business District, Abuja.
- Telephone: +234 (209) 461 2900.
- General email: abuja@international.gc.ca.
- Verification: Official office directory.
The office directs immigration enquiries to the IRCC web form. Applications normally proceed online. Use an officially listed visa application centre for biometrics or passport handling when instructed.
Immigration Errors to Avoid
Do not buy an LMIA or job offer, repay prohibited recruitment costs, submit false references, choose an inaccurate NOC or apply through the closed Agri-Food Pilot.
Verify immigration consultants through the College of Immigration and Citizenship Consultants and lawyers through their Canadian law society. Compare written quotations for immigration consultancy, work permit services, certified translation and relocation packages. No representative can guarantee approval.
Settlement Benefits and Next Steps
Permanent residents can generally live and work in Canada and access eligible settlement services and provincial healthcare. Citizenship requires separate eligibility.
Temporary workers have employment protections, but healthcare, family work rights and benefits depend on status and applicable rules. Free accommodation and automatic spouse work permits should not be assumed.
Start with a verified vacancy and a realistic immigration route. Establish employer support and PR eligibility before purchasing legal or relocation services.
